Guys like Von Miller and Aldon Smith are dependent on big plays for fantasy purposes. They get a lot sacks but not a lot of tackles. So in my opinion, guys that get a high number of tackles also tend to get more forced fumbles, fumble recoveries and int's. So in my opinion, they are much more consistent fantasy players. Now if you play in a big play IDP leagues, where lets say sacks are worth 6-10 points, these types of guys will be ranked a lot higher.

CC has been one of the most underrated and consistent DL players over the past 3 seasons...this year with the switch in DEF scheme, he should continue to do really well as a DL #1 and awesome as your backup!

I agree that Campbell is underrated, however, how many DL do you have to start weekly? If only one, I would only roster one DL until JPP's bye week. DL's who don't produce sacks consistently have lower value in your scoring system IMO. I would rather take a chance on an offensive sleeper over rostering two DL.
