Offensive line, QB, scheme, etc. I think Floyd is a year mature to Hopkins so his produce may be slightly better having a better understanding of the playbook... However its really personal choice. Hopkins is the flavor of the month currently.

Long term between the Arizona and Houston situation is arguable, but I feel like Hopkins gives you WR2 production a few years earlier than Floyd due to the presence of Fitzgerald and the terrible O line in Arizona. Long term I can see them both being about the same value, but there's a reason why Hopkin's ADP is higher - it's because he will make an impact on your team sooner in my opinion.
